Phyllis J. Randall is Chair At-Large of the Loudoun County Board of Supervisors. She chairs the Northern Virginia Transportation Authority and has served as Chair of Virginia's Board of Corrections and Fair Housing Board. She is a mental health therapist by profession, with an emphasis on substance dependence.
